Funding to Establish New Pre-K Programs in New York

Grant Opportunity: The New York State Education Department's 2022-2023 Universal Prekindergarten Expansion Grant for New Full-Day and Half-Day to Full-Day Placements for Four-Year-Old Students program provides funding for New York State School districts to establish new full-day and half-day to full-day prekindergarten placements for four-year-old students.
 
Eligibility: Public school districts in New York State are eligible to apply. Multiple school districts are permitted to form a consortium and submit a joint application. 
 
Grant Amount and Grant Period: Awardees will have the option to operate a full-day PreK program for four-year-old students for a minimum of 90 days from July 1st, 2022 to June 30th, 2023. Otherwise, awardees will be able to operate a 180-day program during the 2023-2024 school year. 
 
Award amounts are determined via the number of students served by certified and uncertified teachers in the district as follows: 
  • $10,000 per student when served by a teacher of record with New York State teacher certification valid for service in the early childhood grades or a teaching license or certificate for students with disabilities valid for service in early childhood grades.
  • $7,000 per student when served by a teacher of record without valid New York State teacher certification in early childhood grades
  • An amount equal to $10,000 - existing half-day UPK funding = full-day certified conversion funding per student for Half-Day to Full Day Certified Conversion Placements for four-year-old students taught by teacher(s) of record with New York State teacher certification valid for service in the early childhood grades or a teaching license or certificate for students with disabilities valid for service in early childhood grades
  • An amount equal to $7,000 - existing half-day UPK funding = full-day certified conversion funding per student for four-year-old students taught by teacher(s) without valid New York State teacher certification in early childhood grades.

  • Deadline to Submit Questions: August 16, 2022
  • Answers to Questions Posted Online: August 23, 2022
  • Application Deadline: September 16th, 2022
